Default 2003 Kawasaki Prairie 360 Stuck in 4x4 (Acuator DOES WORK)

I have a 2003 Kawasaki Prairie KVF360 with selectable 4wd and manual front locking diff. I bought it as a project and I’m getting close to the end.

The problem is is it’s been stuck in four wheeler drive since I got it. It has been flipped (my guess) because of some scratches and dents that could only come from that. So first things first I replaced the switch. Didn’t fix anything, still stuck. After that I replaced the belt and did a belt light reset (it wasn’t on but just to make sure in case the light was broken), no result. Then I replaced the ignition coil and plug. Next I took off the 4x4 actuator and bench tested it today after a good cleaning and lubing it does work when hooked to a battery. Spins round and round strong. After booking it up and trying to switch out of 4x4 it isn’t working. I’m not sure what my next step is. Please let me know if you have any ideas.

Actuator bench tested as working
Switch is new
