Either the cable is sticking/not adjusted properly, or the new throttle has a sticky butterfly shaft. If it is the cable, there won't be any slack at the carb end of the cable when the fault is on. If it is the butterfly, there will be slack in the cable but the lever/quadrant will not be touching the throttle stop. If it is touching the stop, air getting into the joint between carb and inlet manifold is a possibility, or you just haven't backed the stop off far enough.

I cleaned my old carb & put a new needle in it but it is doing the same thing. But with the old carb it will start up fine then gradually increase till its wide open. Nothing is wrong with the throttle cable. Could it have something to do with the TPS sensor on the side of the carb? The new carb don't have a spot for the TPS sensor on it but the old one does. Will that cause it to do what's its doing?
