how to check timing on 220 bayou?

Remove big cover plate on side of cylinder head, move crank round until timing mark for 220 on sprocket lines up with mark on head. Remove screw from TDC hole in alternator case and check the TDC mark is lined up. A millimeter or two out is OK. If it is miles out, check that the flywheel hasn't slipped, by taking the spark plug out and checking the piston really is at TDC.
Non staring is far more likely to be low compression due to piston seizure or a valve stuck, than slipped timing.
