300 Bayou starts hard and sputters at low speed

Help! I think my father-in-law is going to blow himself up!
The only way he can get his 1994 Bayou 4x4 started is to take out the spark plug and stick a lit propane torch in the hole. Then when he does get it running, it sputters and backfires at low speed. At high speed it goes like a scared rabbit.
I hear lots of talk about Jetting and carb heaters. Will any of this help?
He's had it to three local shops and it still acts the same, although the sputtering thing is a new twist.
Anyone got any ideas?
