Try turning the air screw all the way in then out to about 2 1/4 to 2 1/2 turns and see if it will start I had to rebuild my carb on the old 78 Yama DT all the time (mud in the bowl.) Worked every time. Youy can fine adjust it from there. If that doesn't work go to Autozone and get a bucket of carb cleaner (about $10) Take the bowl of and drop it in and let it soak. Take it out blow out the carb and try the above again.

skatermike24 - if you've got fire and fuel to the cylinder, do a compression check. Rings could be bad or the piston scuffed. Afterall, it's a race bike. If the compression seems low put a couple of squirts of motor oil down the plug hole and check the compression again. If it's quite a bit higher you have piston/rings/cylinder problems. Try towing it with another bike or quad to see if it will start, the little bit of motor oil might give it enough compression to make it start.
If you have too much fuel in the cylinder it might be just flooded, and again, it might start with a tow.
Hope this helps.

If you got spark and gas it should go. After kicking it over for awhile (i know this gets sore on the right foot) take the plug out and see if it's soaked in gas. If it is than the carb is too rich. 2 Strokes are very picky sometimes with the carb settings and if not set just right they will foul plugs all the time! ( a good racing plug is also not cheap!)
