Default Mojave chain adjustment?

A freind of mine has a 90 mojave that the chain won't stay tight. I know the bolts on the carrier are not moving. It has a brand new chain and front and rear sprockets (all factory stuff). What would cause the carrier to move when the bolts are tight? Would a new carrier fix this problem?

The bolts are made to a length so they arn't overtightened. I think they have washers stock, possibly he took those out and forgot to put them back in, that means the bolt is bottoming out and not getting full squeez. Try putting some flat washers on the bolts.

Default Mojave chain adjustment?

The original bolts had lock washers. I had him buy longer bolts that went the whole way through and put a nut on the backside. The bolts are TIGHT! The only thing that I can think of is that the carrier is worn to the point that you can't tighten it. Any other ideas?
