88 Bayou 300 choke cable

I am trying to resurrect my 88 Bayou 300 and I have a question about the operation of the choke.
For simplification (and to help me explain), let's say there are 6 functional parts of the entire choke: the choke lever on the handlebars, the metal cable that connects to the lever, the plastic sheath that covers the metal cable, the angled hard plastic piece at the carbuerator, the plunger cap and the plunger that moves in the carb (connected to the metal cable).
When you move the lever at the handlebars, it is supposed to move the metal cable which moves the plunger in the carb. The angled plastic piece and plunger cap are basically connected the carb so they do not move. My question is what else is supposed to move with the metal cable. Right now, the sheath is moving with the cable. Instinctively, that does not seem right. However, when holding the angled piece and cap (as though they are connected to the carb), the plunger will move as the whole sheath moves with the cable. Is the metal cable supposed to be the only thing to move or should the sheath move also??
