Default take off power

I just got my son a Kazuma Panda 100, the bike runs well and handles well for him so far. My question is sometimes when he stops the bike takes alot of time getting going again and other times it is like it is shot out of a cannon. What is causing this and is there any remedy? I have the throttle stop turned down a ways but I don't think this is the problem. It is 4spd semi auto.

thanks
Chris

I only have him in first for now I want him to get used to controling the throttle before we worry about shifting.

just make sure he does not burn out first gear as for take off it depends on the climate in the air or clutch is slipping
