It's probably similar to our '02 Scramber 50 govenor... it's built into teh CDI and cannot be over riden. We used a CDI from an ETon to replace the Polaris CDI, and that took care of it.

The only governors that I'm aware of on this bike are the little exhaust restrictor thats right on the end of the tailpipe and the throttle limiter screw.I hope thats all there is because my cousin has one and its as fast as our 04 E-ton Viper with just those two things removed! The exhaust restrictor really kills the power and slows it down nicely for little ones just learning.

No governor on the exhaust.Baffles get plugged up with oil and carbon build up over the years. You can try soaking the exhaust system in kerosene or do like I did (with owners permission) and a lot of other people have done and use a bent punch and drive through the end of the muffler through the baffle. Doesn't make it much louder but does allow a better exhaust flow. Cheaper than getting a new system.
