Default Eton 90 fuel problem?

I have a 2000 Eton 90cc that has developed a gremlin. It starts and idles fine. Power is good when first taking off but bogs down after about 5 seconds. It won't die but just returns to idle. After a few seconds, it will have good power again for about five seconds. I am fairly certain it is a fuel problem so I confirmed the carb is getting an adequate supply of fuel. I have taken the carb apart for cleaning but did not find any obvious problems. I assume the mid to full throttle jetting should be controlled by the needle and main jet so there is not much to go wrong there. I appreciate any ideas from some one who has worked on these things before.

I don't have any experience with the older E-tons but I believe they had an electric automatic choke as most of them did in that time period. Is it possible that the choke is malfunctioning and coming on for a split second and flooding the motor for a minute? If you just hold the throttle wide open once it starts to die what will happen? You need to determine if its getting too much fuel or not enough although it does sound like its starving. If you can get it to quit by holding the throttle wide open when it starts to die,do it and then pull out the spark plug and see if its wet or dry.If it had a manual choke I would recommend turning it on once the engine starts to die to check for a lean condition(the engine should pick up again).I have heard of some people having trouble with some left over plastic from when the tanks were made but that usually shows up right away.

I have tried holding the throttle open when it bogs down and it will rev back up after a few seconds at near idle speed then do the same thing again. I am pretty sure it is leaning out because I don't see or smell excessive fuel in the exhaust when it happens. I may try to unplug the electric start assist and see if it makes a difference. Thanks for the help.
