I was wrong on my original post. We have an 05 not an 04, so I don't have the infamous green wire. However, I am currently working with a speed shop to find a solution. There is some other type of speed limiter on them past the stock cdi adjuster. I have replaced the cdi with an aftermarket on with no affect. The speed shop was going to get in touch with eton to find out what the fix is. They are more likely to tell him than just us customers. If you have a stock pipe and intake, then that's what it is. The stock pipe is not tuned properly (OK, not tuned at all) and the intake is restrictive. The reason why chaning the CDI (or on the new adjustables from position 4 to 7) is not doing anything is that the engine can only breeth so well with the stock intake, porting and pipe... let it breeth and then you'll be able to turn up that CDI adjustment.
Now if your 90 is only doing 15mph, then something is wrong... Check to make sure that the variator roller weights are in good shape and haven't turned on their sides or gotten stuck... this will make the CVT not shift (like leaving it in first gear).

With only a modded CDI you won't get anything from that alone. You will need a pipe, filter and re-jet. Clutch should be done and like Bryce said check the variator roller weights. They could be worn.
