In normal (southern) situations you may either have a seizure or a crank seal out. Pull the fan shroud and cylinder shroud and see if it's all caked with mud. A hairline crack could also form at the crank seal area if the motor was HOT and ran through/into water causing an air leak.
Post pics of the quad as it sits, we may see something you don't.

Hey---thanks alot for all the help! No dig. cam.= no pics.
I'll have a look into the shroud later on 2day.
One more question.........That electric choke......how would I know if it works?
If it is plugged into the wiring harness, and I crank the atv over, should the spring and plunger not move? Just a question.

You said lots of fuel mist was coming out of the spark plug hole? Maybe its badly flooded.Turn off the gas and crank it with the plug out until the mist stops.Put a dry spark plug back in and see what happens.Perhaps you have a needle and seat problem that is letting too much fuel in.The electric choke might also be stuck on.

I have cranked the motor and replaced the plug----still no life!!
I'm thinking the electric choke may be the problem.
Does anyone know how that choke works? I'm not sure if when it is (on) does that mean the plunger and needle on the choke is all the way down?
OR all the way up?

Although low, 90 is enough to lite the engine off.
#1 Turn the gas off and pull the plug.
#2 Turn the engine over enough to purge the gas from the case and cylinder.
#3 Put a new plug in.
#4 Shoot some starting fluid down the carb venturi.
#5 Hold the throttle wide open and turn it over.
Does it start for a bit and quit? If so turn the fuel on and give it a try. If not, not even cough, you have mechanical problems like reed problems, seal problems or electrical problems. One other check you can do is pop the pipe off and see if it starts. Sometimes they clog up.
Can't help with the choke. Just make sure it is wide open when you try this.

I had the same problem with our cat and whenever the bike sat for more than a couple of days i couldnt get to start worth a crap.Solution #1 always turn gas off and let bike run out of gas this helped some. Solution #2 get a 20 mm Keihin carb kit with manual choke and never have this problem again. I've got two of them on our bikes theyre very easy to jet/add power and bike starts right up every time. Just my $.02
