drum brake question

Hello My kids quads brakes really suck, I was thinking it was the shoes, but after tearing it apart it's jus the whole set-up. i don't what they call it, but the part that pivots to open the shoes only moves from like 12 to 1 o'clock. Nowhere close to opening all the way. It can manually without the cable open all the way, but the cable only gives it enough pull to go this small distance. I guess to put it another way using a 360 circle, my brakelever and cable are giving me 30 degrees of pull, and I need 90 degrees of pull for the brake shoes to be fully opened against the drum. It was suggested to me to add some length to the lever where the brake cable attaches to it, but i can't see where that will help much. Am I missing something, is there a way to make the cable pull a longer distance?
