I have a similar problem to yours. My 250cc atv wouldnt start, and when it did, it ran for about 3 minutes and it flooded and died. About 20 seconds after it stalled, gas leaked out of the air vent and the carb casing and didnt stop until the tank was empty. I checked the carberator, cleaned it, and made sure the floaters were free moving. But the problem is, is that it starts now, but gas just freely comes right out of the carb. I'm not quite sure what i should do. HELP!

Well now a new problem. this happend last night when i kept on crankin to start it and it didn't. so i checked for spark and when i touched it against the head there was no spark. so i still put the plug back in and after many tries it did start. but now TODAY it wont start at all and i did check for spark on the head and there is no spark. do i need a new coil? thats what i mgiht be thinkin that the coil is goin. i checked for loose wires already too.

I think you still have carb problems. The air filter being wet indicates that the fuel bowl is overflowing and gas is running out of the throat of the carb. Odds are that you have gas leaking into the cylinder too and if its getting into the cylinder, its probably getting past the rings and into the crankcase. Check your oil at the dipstick for gas in the crankcase. You might be better off just ordering a new carb. I don't think they are too expensive for these China quads.
