E-Ton viper 90 weird engine problem wont crank

Hello,
I have a E-Ton viper 90 which is my nephews and its been sitting for a while so i decided to mess with to see why it wont start. the battery is dead so im using the kickstart. the kick start wouldn't budge (move at all), so i took of the spark plug to release the compression and a bunch of oil came out the spark plug hole. i believe like this it will never start because its socking the spark plug. why is this occurring and what is the problem?
Any help or advice would be appreciated.

Is it a two stroke?
Possible gas mix or if it has separate oil tank that they are leaking into the cylinder through the intake manifold. If that is the case I would also change that crankcase oil because it will also leak pass the rings into the oil. Good luck.
