Default Oil or No Oil, thats my question

Just purchased a Hensim 125 (motor only) Took it apart to repair some damage. My question is the left side area containing the stator. There is a small cap on the top of the cover that looks like a fill hole, but no drain plug on the bottom. When I removed the case, there was no sign oil ever being present. There is a gasket and rubber groumet around the stator wires. The only thing in this area that would require oil is the starter chain. Are you suppose to put oil in this area? Thanks for your help. I have a different engine, but I also have an access plug on the top of the stator cover. Mine is an access hole for viewing the ignition timing marks. You could see if your hole lines up with the timing marks near TDC. That would be a good indication that yours is the same.

I wouldn't think a starter chain would need much lubrication.
