Default Headlight wiring

On my sons 2002 Sportsman 90 I have a plug that is for the optional headlights/daytime running light. The previous owner rigged up a set of lights off of the oil light and the wiring is a mess. I'm trying to clean it up. I do NOT have any voltage at this optional headlight plug so I'm wondering how the optional headlights are suppose to work. Any ideas or help?

Never installed the optional light kits as no one ever ordered them to replace the fake displays. I'd recheck the wiring harness as far as power to the yellow or green wire. Black is ground.
