I've never heard of Federal OHV funds before.
In CA, Forest Service and BLM get money from the State OHV Fund.

FEDERAL FUNDS
All states receive TEA grants from the Federal Government. The grant amount per state is determined by a formula so each state does not get the same amount. You can find out the amount by calling your state treasurer. In the alternative, I would expect that the Blue Ribbon Coalition would have the numbers for you. 40% of TEA grant money is supposed to be used for motorized trail creation and maintenance. Good luck and start making some noise at your state house.

The only thing I can think of is that money is being used to fund horse/hiking trails and those rail to trails things.
There are NO legal state operated areas to ride ATVs in Connecticut. Well, unless you count frozen lakes in the winter. They do allow dirt bikes at the Tomaston Dam, but no ATVs.
Connecticut is really bad when it comes to ATV use. They'll charge you to register and in some towns, charge you property taxes....yet there are no places to ride. I choose to register in Massachusetts. I can at least trailer my trike up there and ride leagally between May and November.
