You forget my friend, that the constitution is there for ALL people. Just because you ride an ATV, does not mean the land owners and voting citizens around you have to take a back seat. The local governments act in accordance to teh will of the people they serve. the law Enforcement enforces their laws. That argument cannot replace the need for being a responsible citizen and keeping the rights of others in mind. It is simply an example of majority rule.

Arizona just went with what is called an Off Highway Vehicle permit OHV
this is due to the US forest Service and has been out there for quite a while now but is really ramping up
Effective 01/01/2009 here in Az we have to have an OHV permit for any vehicle used for off road with weight less than #1800lb
The permit is $25 year goes from month purchased one year
But to get OHV permit your vehicle must be registered with the AZ department of motor vehicles
Which means a title
I just finished titles on 5 vintage ATCs and 2 quads
And the quads since they are street legal also have to go through emissions testing and insurance and seperate tags for street
Bottom line it is all about the Money
There is Money in our fun
Good luck
