Default Handlebar mod

Does anyone on here have any experience adding a cross-bar to their handlebars? Kinda like a BMX bike would have where the pad is, only I want it to be 7/8" so that it's the same size as the rest of the bars. The reason I want to do this is because I need more space for mounting accessories like a speedometer, possibly a GPS mount, etc... I know I can have it welded, but I was wondering about some sort of a T-clamp or something at each end to hold it in place. If I strip all the paint off, would JB Weld do the trick if I grind the tubing to mate up tight with the rest of the handlebars?

Thanks for any advice,
JC
