Default 15 % grade

Got a question on inclines.
When someone says a 15% grade, does it mean the rise is 15 % of the run? For instance, if the run is 10 feet, the rise is 1.5 feet?

Ya 15 ft for every 100 ft of road. 15% is a pretty steep hill!
