There is ...but its closed to offroad vehicles.
The east side of lake michigan has dunes, and so does oklahoma, ..it takes about the same amount of time to get to either.

you want sand, go to the fish bowl bar in WIS. and ride the trails, plenty of sand.

Yes, there are lots of dunes in Minnesota. Load up your quad and I'll take you there. OOps, I forgot, you don't have a quad. Sorry.

Real Funny....So what if I don't have a quad. What's your point? Ok, what if I change my mind and say that I do have a quad? Huh? How are you going to prove me wrong? Then you wouldn't be able to say, "OOps, I forgot, you don't have a quad," again. HEY EVERYBODY, I HAVE A QUAD!!!!
