Default 200/250cc vertical air cooled chinese motor

I've got a taotao 250-d. I was doing carburetor adjustments.... accidentally let it run super lean... it backfired out and shot flame out of the carburetor. Ever since that day I've never been able to get it started again. Everyone says it probably jumped time however it has NO timing chain... so that leads me to believe it couldn't jumped time... I took the head off to check to see if I messed up the valves... upon checking I noticed a significant amount of oil in and around the head and valves... is this normal? What do I do? Scrap it and find a new motor?
