What do you think of dummys on trails?

I frequent Bull Gap Hill and mack lake campground. The trails are dangerous enough with 4 ft wide trails, blind corners, and two way traffic. when we go riding the rancher crawls along with his about 250 pounds leading the way. there is a close call almost every time we go riding. now i have to watch out for human booby traps and ambushes?
for all of the time the US dept of Forestry and DNR spend checking for spark arrestors and noise levels, they should comb the trails every once in a while.
