Default 2 stroke laws...

My dad got fed a line of bull sunday at the local gun shop. some company rep from a boat engine manufacturer told my dad that as of january 1, 2003 no 2 strokes were allowed to run outside of organized racing. he said that it was nationwide and that it includes bikes, boats, quads, trikes, and anything besides lawn equipment. now, my dad wasnt trying to buy anything from this guy, so he just lied for no damn reason. anyone else heard this crud?

btw, i know that the epa has tried this for a while, and as i understand it the tentative date for the stop of PRODUCTION of 2 stroke equipment is about 2006 or so. it will probably be postponed again, however, since the technology just isnt there yet to create a 4 stroke chainsaw or weed whip and make it affordable and lightweight.
