Iv never heard of anyone wanting to do this..And i really dont think they make a aftermarket lower foot peg..
Here is what you can do..get you some 1/4 inch flat plate..and make you a bracket for each side to lower your pegs..just make it as long as the holes are..make it about 2 inches down..and drill your holes to match..and paint them so they dont rust..

IMS makes some very nice foot pegs. They are expensive, but I hear they're well worth the money. The design varies by machine, but I know the ones for the warrior are an inch or so lower than stock, which is a good difference. Maybe if you search for some info on the IMS pegs you'll be able to find if they are lower for your 400.
