Its how the fuel burns under compression. The higher the octane the slower it burns. But by burning slower it can burn more complete, have a more stable flame front, and more controlled burn. By increasing the burn time you can extend the burn longer into the downward stroke of the piston, thus giving more power. This only applies to an engine that NEEDS the extra octane i.e high compression, forced induction, power adders.
