Get a an air hammer for an air compressor with a chisel on it and it'll take it off.

You can drill the lug and nut out and replace them, the lug is a pressed in splined lug like on many automobiles.
The Honda part No.s for the TRX250R (I think they are the same for the ATC)
Bolt, Wheel 10X36 90103-HA2-003
Nut, Wheel Cup 90304-HA2-003

I ASSUME ITS A 17MM LUG NUT....IFS IT ROUNDED OFF, TAKE A 16MM, OR A STANDARD SOCKET A TAD BIT SMALLER....PUT IT ON A LONG EXTENSION, USE A RUBBER DEAD BLOW HAMMER, BEAT THE SOCKET ON...IT SHOULD TURN THE NUT OFF...YOU MAY HAVE TO HEAT THE NUT FIRST TO EXPAND IT A LITTLE BIT...
