Anti vibration bracket that helps keep the carb from shaking around and dumping fuel into the engine or air box. This could be some of the problem.Just get a bolt and nut that works, doesn't have to be the factory one.I'd still check the float adjustment.

I just checked the oil and it clearly has a lot of gas in it and the level is very high. I guess that makes sense because I have read that excess oil in the airbox can be a result of oil overfilling. Does that solidify I have a carb issue?

Pretty well explains that you have a carb issue with gas contaminating the oil. You may have other problems but get this one fixed first as thinned out oil can cause engine damaged if left this way for too long.

Look at this article again on the BST40 carb. He goes into good detail how to set the float level correctly by bending the tab if needed. The BST-40 Bible | Adventure Rider

I have looked at it a hundred times. To me it is a little confusing where the parallel lines meet relative to the position of the carb. It looks like they should be parallel when it is tilted slightly to the right (in his picture) but I'm not sure.

Got it back together and it is running with no oil or gas in the airbox. Mini success. Thanks for the direction.
It is idling really fast so it needs some adjustments. Is this something I should adjust on the handlebars or is the adjustment internal to the carb?
