Default 2003 Sportsman 700 Speedometer problem

Hello all,
I know this is a popular discussion, but I cannot seem to find the resolution to my problem. I have purchased a brand new speedometer cluster and a brand new (Quad Logic) hall effect sensor for my Sportsman, but still having problems. The speedometer needle moves up to about 5 mph when I'm going at least 20 mph. Also the hour and mileage is registering very slow. Example: I drove exactly half a mile and it only registered that I went .1 miles. PLEASE HELP! Thank you for any input.
