Question 1998 Sportsman Hub Problem

I have a 1998 sportsman 500 and the front hubs will not go in awd. I have checked the magnets and have 23.1 ohms resistant on both. The disc sticks on hub fairly hard and moves the cam on the clutch when tried by hand but once hub is on it will spin but stops with your hand. Check clearance on rings and have approximately 0.002 inches clearance. I had a bad oil seal so I replace them all and put in new bearings. Old ones were in great shape but had to by kits for seals. Put bearings in but reused races as they didn't have any wear. Torqued bearing to 100 inch lbs as per manual. I have take oil out a few times now but haven't refilled until i know it works. Any help appreciated. Snow on the way and want to plow!
