Default 2003 Sportsman 700 - Bogg when applying throttle

yes the dreaded 700. Starts and idles but will not revv unless the air box snorkle tube is covered halfway. Choke has to be off though so the theory that the pilot jet circuit is clogged is out. Carb gone thru, is knock off carb (brand new) but jetted with OEM jets. Ignition has an AC to DC upgrade kit which means CDI and Coil are upgraded but pick up coil, stator and Mag are stock. They all check out in terms of Ohms specs. A new top end was done not to long ago and there has been very little time on the motor if any but strangely the compression is 70 and 110 which makes no sence. Spec is 150-170 and there is no Auto Decompression on these. blows my mine how many people state that there is, Plugs where black. My first thought is that the low compression is causing a poor fuel burn and also affecting engine vacuum which inturn affect the vauum slide in the carb.

anyone have thoughts
