Default Power block

Does anyone know where this terminal gets it power from? I was was using it to wire up a radio and now it does not work. The bottom post has power all the time, I think the middle is a ground and the top is power when the key is on. For some reason, the bottom one does not have power now. I checked all the fuses and they look ok.

Just to follow up on what I found, on a 500 the battery is under the seat. Next to the battery, towards the engine tucked towards the bottom of the Ranger there is another little fuse holder down there that has three fuses. My power loss was due to one of those fuses being blown.
