are the belts always engaged?

NO,only when you take off or are in motion is the belt "engaged".

No they arent. The belt is between two pulleys,and when you give it throttle, the front pulley(which is attatched to the motor shaft) starts tightening up on it so that it will move the rear pulley which is connected to the transmission. The more throttle you give it, the more the clutch tries to tighten up.
