Default Express 300 carburetor

My Express 300 starts and idles just fine, but when the throttle is applied, the engine justs "bogs down". Let off the throttle, and it returns to idle. When I shut it off, the carburetor vent leaks gasoline profusely. I tap the float section, and it sometimes stops. All evidence points to a stuck float or inlet neddle valve. The problem I'm having is I can't figure how to disconnect the throttle cable from the top of the carburetor. I believe the cable itself attaches to a spring plate, but how do you access it. The cover will not screw off the carburetor as the spring keeps grabbing it such that as you try to unscrew, if you let go the cover spins back to the original position. Anybody else had this problem? How do you disconnect the cable from the throttle body spring/cable bracket inside the carb? Thanks!

Yep, it sounds like the needle seat or inlet vavle, could also be the float level. You should have a lock nut on the top of the carb that is under a protective piece that should slide up and off of the cable to expose the jam nut. Loosen the jam nut and then try to unscrew the top, it should come right off, then disconnect the cable from the slide inside the carb. You may want to mark the jam nut before loosening so you will have an idea of were the cable was at for proper adjustment.
