Remove the clutch cover. Take a black magic marker and draw a line on the inside of one of the primary clutch sheeves from the belt to the outer edge of the clutch. Go find a long, flat, straight area where you can hold it wide open long enough to make sure your 100% topped out and it's not accelerating anymore. When you stop, look to see how much of the marker line got erased by the belt. If it's not erased right up to the edge of the sheeve, you know the clutch isn't shifting all the way out. Meaning that the belt doesn't make it all the way to the top of the clutch to achieve the highest possible gear.

No, if it is not shifting all the way out, then you have an alignment or offset issue. Heavier weights will only increase top end RPM and lighter ones will decrease it.

no more to say here,95sport400 said it all!
but if the the shift out is not completed then with the mark, the next thing to do is change the helix.
