Ply means how many layers of 'belts' (belts can be made of anything from rubber, to kevlar, to steel and so on) are inside a tire. Theoreticlly, the more belts (or plys) the stronger and stiffer the tire.
Some people prefer less plys, since the sidewall will give more, but most people (myself included) prefer strentgh and stiffness in the tire. THis is especially important on rocky terrain and mud/water obstacles with unknown bottom types.

I recently bought a set of Maxxis Razrs and I found them to be the best tire I have ever bought. I put them on my Blaster and found them to be a great all around tire. The were good in snow, mud, hard pack gravel and lose gravel. As well the price was right, they are way cheeper than many other tires on the market now. Since they are 4 ply they are stiff and hold there shape well, which is nice and square.
Hope that helps

I personally suggest the mud lites. It is great on hard ball (pavement), trail riding is excellent. It has a 'paddle' effect for dirt and sand as well as the mud tire effect for well past 6-7 inches of mud. The price is about $50 a tire, which is pretty cheap. I got mine from Rocky Moutain. If you need rims too, call them as they sell packages, but not all of them are online yet.
