No Fire!

Default No Fire!

I just got through putting a brand new top end repair kit and new jug on my 96' Scrambler, I had taken the entire engine including the crankcase off the frame, which means I disconnected the magneto, coil wires, ground and starter motor power wire. I get everything back together in tip top shape and ready to turn over. I now find out that my plug isn't firing... I tested the plug tip and its receiving about 27vlts, I don't have a repair manual and don't know what standard reading should be on it... I have ruled out bad plug and bad ignition module. Does anyone know off the top of their head what is something simple that would cause the plug not to fire a spark? Any help would be much appreciated.
