When you assemble the secondary clutch you must push the clutch halfs together about an inch and rotate one clutch half 1/3 a turn. Now push together the halfs and put the circlip back on. I find this assembly easyist with the clutch on the floor and I hold it down with my knee (if you dont have the polaris press tool). If it is assembled correctly you should be able to turn the halfs in opposite directions and they should rebound back.

The LUNCHLADY is correct, by putting a 1/3 turn you are putting the nessary preload on the spring/sheaves...
But wouldn't you think that if that were the case, that the primary would have to engage to grab and pull the secondary? YOu could have as much or as little preload on the secondary as you want but it will never go anywhere until the primary takes ahold of it.
did you happen to mess with the engine, or I should say carb at all? If you put the idle to high it would do the both of what you are talking about or if it is reving to high for that matter...
