well me and my buddy are "trying" to get to the crank case on my 1996 polaris sport 400l , but right away when i was taking off the clutch.. i couldnt get it off, is there a sertain tool u have to use or is it suppost to pull right off?

The driven clutch should pull right off. The drive clutch needs a puller. Any of the speed shops (HPD, RCR, HSP, Aaen) carry them. The threads I believe are 3/4" fine thread. You could make your own puller if you really want

when i looked inside the pipe that comes out straight out of the crank case it had treads inside it, and the bolt that screw in there doesnt even use them treads.... thats y i asked if there is a tool that screws in there or somthing.

Check this out. Its the size and thread you need the "puller" to be. It threads into the threads closest to the opening of the "pipe" you are looking in, then bottoms out and pulls the clutch off the crank. I've heard of people getting "all thread" from a hardware store and making their own puller.
