If the gas was coming out the overflow, youd smell it, or see it.
Hows the air filter...clean and reoiled? Overoiled? if the air filter is plugged up, that will cause a big use in gas.
Are your brakes dragging? Flat tires? Rusty chain?
If you dont find obvious things like this, then id agree with low compression.

2-strokes are known to burn lots of fuel. However in your example, if the explorer sucked that much fuel it would not run. It would flood itself.
Things to do - clean/replace airfilter, install new plug, and give it a test run. Then pull your plug and give it a looksy. If it is black or white you need to rejet. If you need help, just post back.

If his 300 is stock, it should get close to 100 miles to a tank in normal trail riding. (that's about 160 km, or 100 more than he's getting now)
