05 500 Seeping oil at filler neck

My Scrambler seeps oil from the top of the filler neck. Is this normal?

No that is not supposed to do that, it is not normal.

I think in this case it was just a spill by the dealer when it was filled. I cleaned it off and it hasn't come back.
