Well check for the basics in order:
Fuel (Duh, right) Is it in, and is it on
Spark Take plug out of motor, plug into wire and make sure threads/nut area is grounded to metal part of motor and turn motor over. Do you see spark?
Compression While you have that plug out, turn motor over with your finger over spark plug hole. Does it feel like you have enough compression. If you don't know how much is enough put a compression guage on.
Fuel flow Put that spark plug back in. Make sure it's clean and dry. Try starting for a little while, then take plug back out. Is it wet?
If it has all the essentials maybe it has an air leak. If you do get it started, spray starting fluid around areas you suspect of a possible air leak location. Use some common sense here as starting fluid is EXTREMELY flammable. If motor revs up you have at least 1 airleak where you just sprayed.
