400 Scrambler Missing / Running Poorly
Its not bogging (at least I don't call it bogging), its missing, like its starved for fuel or not firing every stroke. It almost runs like its cold all the time whenever you are less than 1/2 throttle. You know missing a not revving up quite right. Then I open it up and the engine is firing on every stroke.

it sounds rich to me too, you could try another plug when a 2 stroke is rich its starts to load up the plug with excess oil insulating the electrode of the spark plug to the point of weakening the spark or stopping it all together (fouled) by decreasing the gap the spark doesn't have to jump as far (less resitance) so it can make it through the layer of oil acting as insulation.

Yeah, that totally makes sense to me. The oil must have been coming from the exhaust, or the antifreeze would have been everywhere.
As for the plug I put a new one in when I had it tore down and it was gapped fine. I didn't pull the needle when I had it apart so I will have to check that out. I'll also take a look at the plug to see if its loading up or not. What slot should the clip be at on the needle. I'm not at high elevations at all...less than 1000' above sea level.
Here is also something that I might mention, it was pretty cold outside. Like 10 F type of cold. Not sure if that would cause this condition though.
