no it doesn;t really reduce the heat build up. not that I have noticed anyway.

ive used engine enamel 1650 degree and stove paint, the stove paint is holding up better.

Rust-Oleum gloss black says 150 degrees but I use it on every exhaust system I have painted and it hold up for 2 years with exhaust temp hitting 1325 degrees. It is on the Bubba Bike below and still on.

Cummins Tools sells it for $1.00- $2.00 a can.
You can also wrap your pipe in chrome heat tape and increase flow velocity and performance.

good luck

IF you realy want to cut the heat send the pipe out and have it cremic coated. this should create about 300-500 degree cut in surface temp after that is done wrap the pipe in the thermal tape. When I upgrade to the 800 header I'm going to do both becasue I don't like baking my parts.

Actually, the color black transfers heat better than any other color. Therefore, it would transfer the exhaust heat quicker to the outside (possibly making the exterior of the exhaust pipe slightly hotter). Most radiaters are black to transfer the coolant's heat better. Wearing black clothing will be hotter in the sun because of the heat transfering properties of the black color.
