Default 96 xplorer problems

I have a 96 xplorer 400 4X4. It is running like crap. It will idle, but will only go about 25-30 mph. Seems there is no low end power at all. Sometimes have to put it into LOW gear just to get up hills in the woods etc... I have the atv completely stock. I took the clutchs apart and cleaned them and put them back together and it is doing the same thing. My questions:

1. the primary cluch has a blue spring with green marks on it? Is that stock, is there a better one to try.
2. the secondary has a red spring in it. I set it to whole number 3 and 2. Should I try a different spring?
3. I took the carb apart and noticed that when the throttle is at WOT, the float is still blocking some (about 1/4) of the round opening. Is that normal. I figured the throttle was fine because it idles and starts fine and also plug is nice and brown.
thanks.

From what i hear this quad should go over 60. Mine is definately not.

Talked to a guy and he suggested it might be the reeds. Anyone else think that?

The stock reeds very seldom go bad.It sounds like the secondary, you should be set in the 2-2 position. You might not have wound the secondary right.
