What to do

If I were you, I would try to find a 99 or 00 4x4. Many important changes were made in 99 such as concentric drive (front shaft). The 400 engine is a very strong, inexpensive to modify, and very reliable powerplant. Price on used 400,s seems to be going up since they discontinued them for the 2001 model year.

Exactly.
Actually, it has a chain similar to what you have now plus a chain from the transmission to a bearing carrier and one more chain from that carrier to drive the front wheels. Thats 3 chains total. The newer models are 1 rear chain and 1 shaft to drive the front.

Snowride is right. There is more to be gained by going with a 99 or newer 400 than there is going from a 400 to a 500. There are lots of little things that add up to a better machine. Waterproof electrical connectors, one chain instead of 3, concentric drive, etc. The 400 & 500 are close performance wise when stock, but $200 will get you more speed/power out of the 400 than $500 will out of the 500. It seems most people who own a Scrambler, after owning it for a while, get accustomed to the speed/power and want just a little more. This is easier to do with the 400. After all, that is the main reason for a Scrambler, it is the fastest 4x4 out there.
