All depends on how good the guy maintenanced it. Id look for cracks in the frame, mainly by the gas tank. Also, test drive it and make sure its not missing a gear. And id probly check the wheel bearings by taking ahold of the front tires and see if they wiggle or not. If so, you probly no it has been driven hard and may want to look for another or pay the money to have the balljoints replaced. Just my 2 cents!

For your steering post I would check the upper steering post bracket to make sure it's not loose and that the bushings are not worn. Worn bushings is usually what causes it to be loose. Being a 2000, the bearings and roll cup are probably pretty worn so you'de most likely have to replace them to solve the wiggle problem in your wheels. Hope this helps!

Its just the upper part of the one steering post, but ya you may get by with just taking off the front panel cover but if you still can't get to it you'll have to take off the front plastics as well which should only take a few minutes. If the bracket looks loose to you or the bearings then taking off the gas tank to get at these will make it much easier to work around. You should only have to take out a couple bolts and unhook the gas line and it should slide right out.
