Default Carb on 96 SP500?

My buddies 500 was running great but noticed sometimes it would be a dog to get past 30MPH. Seems to happen when coming around a turn or with a hill. Well now it won't even go past 30. If we ride a long time and I slowly give it a little more gas but that is a long distance. There is gas leaking out of the overflow. We took carb apart and put in carb kit, pushed the tab in to see if it would shut off the gas coming in and it started out screaming but by the time I hit the road it wouldn't climb past 30. Well we went back and put the tab in the original spot, started it up again and same thing. Screaming demon and then purrs like a kitten but that is it. We did try a new fuel filter and fresh gas. Even cleaned out gas tank. Is the float bad or is the bladder shot on it? I am not a mechanic so hopefully you guys can help me out here.

That is the tab that we were playing with. We first tried pushing the tab up and nothing. We are going to try lowering it to see what happens.
