will an hpd race pipe fit without cutting front fender on a 2000 scrambler 4x4

yes it will, sorry I never saw this most, you may have to loose the mud flaps but the fender itself I beleive will clear.

Mrtwostroke, you can go out as far as 75% of bore width as long as it's shaped correctly. I have an old sport jug still running today with that figure. 70-72% is good for excellent reliability. You need to drop the intake ports 5mm and work the floor from the reedcage area into the cylinder. Dont let it be a bottleneck. As for the head, ideally you want to end up with about .050 squish clearance, and about a 12mm wide band for good torque. Now to get an absolute compression figure you will have to CC the head assembled on the engine and do the math from there. Boring tedious work, but it will be worth it in the end.
